授权高关注物质候选清单扩展至包含138个物质
2012年12月19日，授权高关注物质(SVHC)候选清单 增加了54个物质。欧盟委员会实现了于2012
年底前将高关注物质候选清单增加至136个物质的目标，现在清单中总共包含138个物质。该委员会已开始对2020年确定所有已知和相关高关注物质的目标进行讨论，并制定SVHC
发展蓝图，预计今年年底公布。
欧盟物品制造商和进口商的责任根据REACH 法规第33条，任何欧盟(EU)和欧洲经济区(EEA)内的物品供应商的物品含有任何SVHC候选清单物质的质量百分比浓度大于0.1%
时，就需要向物品的接收方提供SVHC的安全使用信息或者在消费者要求下， 在45天内提供。德国环境署于今年推出了SVHC
在线查询系统，消费者可在系统中输入日常产品的商品条码，SVHC 的安全使用信息请求就会自动发送到生产商。
另外，当物品中SVHC的质量百分比浓度大于0.1％， 并且在物品中的总量大于1吨每年每个制造商或进口商时，
就需要向欧洲化学品管理局(ECHA ）通报。2012年，ECHA 推出了电子版的SVHC 通报 表格，
欧盟生产商或进口商现在可以在线提交通报。2012年6月18日公布的13个SVHC 的通报期限已过， 而新加入的54个SVHC
需要于2013 年6月19日或之前进行通报。
新增加的SVHC 在54个新增的SVHC中，其中四个是全氟化合物(PFCs)，分别为全氟十一烷酸， 全氟十二烷酸，
全氟十三烷酸和全氟十四烷酸。这些长链全
氟羧酸应用于制造含氟聚合物和氟调聚物，或在消费品和工业产品中用作添加剂或有效成分，例如用于户外服装中。一份欧洲议会报告指出应在REACH
法规的框架下监管内分泌干扰物。
在此次的SVHC 候选清单更新中，其中两个物质就因为其内分泌干扰特性被确定为SVHC，分别为对特辛基苯酚乙氧基醚和4-壬基苯酚。此外首次有三个呼吸道致敏剂被加入在SVHC
候选清单之中， 分别为偶氮二甲酰胺，环己烷-1，2-二羧酸酐和甲基六氢邻苯二甲酸酐。
